If jetties are built on pylons and wave activity can move unobstructed then there is no problem.However, breakwaters and seawalls stop the flow of sand moving along the beach with the long shore drift.If a breakwater is built just above a bay in the way of the long shore drift, that bay will gradually fill in with sand because the wave action cannot remove it.Seawalls are usually built by property owners or a community, that is a very selfish thing to do since the entire beach below the wall will be effected with less sand.
