help with my HS homework?

i'm gonna be a freshman in HS in september and i was assigned HW for my honors history class.i already read the book i was assigned and now i have to type and answer some questions. the last one is make a new cover for the novel and use it as the cover for this project. does anyone no any program i could use that would make meable to draw this cover? and also wat does it mean to 'use it as a cover' for the project?thnx and God Bless!
it was 'Night' by Elie Wiesel. i trying paint, but all i wanted to do was make it all black with some stars and maybe the moon, and then the nazi sign in the center. i cnt make good stars tho.where can i find a photoshop thing or whatever?i need it to be able to lemme insert pitures into it too.can anyone gimme a link plz?thnx once again!
