You have to prove that you have liability insurance in order to get a license here in NC. Go to the link below to read more about that.
You can legally own a car without having a driver's license, so that should answer that. But, in order to get a license plate for it, you also have to have liability insurance for that...I believe it's the same liability insurance as that which you need for your driver's license.
You don't have to have collision insurance on your car in order to drive it legally, but I'd recommend it...
So, get your car anytime, but don't drive it until you've gotten liability insurance and a license plate. Once you have that liability insurance, then go get your license.
