can you file an insurance claim without getting the other party's claim number?

i was involved in a minor collision where i tapped the driver in front of me. i asked if we can settle outside of insurance that way my insurance rates don't go up. she agreed and gave me 3 weeks to come up with the money or else she would file a claim with insurance. i might not have the money by the deadline and they are not flexible on extending it. but at the scene, the only information that was exchanged was a name, address, drivers license number, telephone number, and MY license plate number. she did not take down my insurance claim number, and reason behind why i didn't have hers was because it was a new car with no license plates and no insurance paperwork, yet. my question is: would she still be able to file a report with just the information given to her (basically the drivers licence number and licence plate number), without my insurance claim number?

well it was your falt and some way or nother you or your insurance would have to pay for it. and by the way you cant buy a new car with out insurance so she must have hade insured her car before she got it. and there is now way you canavoid this since she has all your info about you

i think not. police have that information but i don't think they'd give it out. but if she calls you will retrieve it i assume.
