where can I download music off the internet to my pc for free,windows media player?

I.m trying to figure out how to download some music off a playlist to a cd out off my media player
the only music i have in my media playrer playlist is cd's that i downloaded to my computer,,,,but i already own these
if the website gives you permission is that good enough to be leagal
I can rip my own cd's to my player ,,,but again i already own these tunes

everywhere, but downloading license music without permission is illegal.
