The former is 聴, meaning "hear, listen, understand, or, obey" in Chinese, Japanese, or Korean.It is pronounced "ting"(1st tone) in Chinese, " kiku", "yurusu", "chou", or "tei" in Japanese, and "cheng" in KoreanThe latter might be 아버지(abeoji), meaning "father" in Korean.

The top one, resemble the character 聽 (ting1 means listen or hear) in Traditional Chinese, but left out some strokes at the left bottom corner.

The top system may be Chinese or Japanese, but the bottom is a phonetic system used in Japan (and adapted for use with Chinese in Taiwan). The top one may actually be one character in Chinese, one syllable, "ting", meaning "Hear", minus the phonetic for the sound "ting", which would make sense in Japanese which sounds different. Or it could be literally "ear" and "learn".
