Keyboard Languages with Vista?

Every so often my keyboard switches from "normal" mode to French mode (it must be some key that I'm accidentally hitting, but I haven't figured out what). When that happens, I don't know how to change it back to normal! Also, I don't have a keyboard icon in my system tray - I'm using Vista and the only time I see the icon is when Windows is asking permission to change something and the screen goes dark (sorry - I don't know how else to describe it!). When the permission window comes up, I see the keyboard icon in the top right of my desktop.

Can anyone help me? Either to revert the language easily or to stop this from happening? I've been through the whole control panel under "Clock, Languages and Regions" and none of the instructions there are working for me.
