How can I get enough regular practice to learn my target language?

Languages English is not the only language. It is a big world where other languages are only spoken.

How can I get enough regular practice to learn my target language?

I have tried to learn Greek, Turkish, Russian and some other languages through home study with books and audio material, and attending adult education classes.
However, although I have often made quite rapid progress at first, I have been unable to make any further progress (and even started to forget what I learned) because of insufficient opportunities to practise and be immersed in the language.
