Why I receive a garbled version whenever a Japanese sending e-mail mesage...

Languages English is not the only language. It is a big world where other languages are only spoken.

Why I receive a garbled version whenever a Japanese sending e-mail mesage...

...partly supposed to be with Japanese? when a Japanese sends message in Japanese language I get a garbled version. If this can be rectified by (say installing a Japanese language reader), can I also get a auto translation done on the e-mail? so that I can also know what is written in Japanese portion of e-mail?
