Japanese prolonged vowels?

I don't understand how to pronounce prolonged vowels in japanese. I don't understand how it's pronounced for the duration of 2 syllables. Like in Tokyo, both o's are prolonged vowels. How are they pronounced? And in the Word Kyoto, only the first o is a prolonged vowel. Any explanations would be appreciated.
so it kind of sounds like ta-o?
