Is it rude to for an immigrant to speak in his own language in a foreign country?

For example, in a shop or restaurant, 2 workers are loudly talking away in their native language when both are perfectly fluent in English?

It's not rude, if you went to a foreign country with a friend you'd speak your native language to them wouldn't you?
If you think its rude then when you go abroad you should speak to everyone in their native language shouldn't you?
