To reply to someone saying you love them you'd say:
Je t'aime aussi.

Note: If you are speaking to someone you love you DO NOT use Vous. Vous is for formal situations. Make sure it's proper and keep with TU. Like I posted. There should be no mix and matching with them.

Note 2:
"et toi" can work, but I've seen it as "et tu" as well.
It's a fragmented sentence. It's obvious you're asking the person if they also love you.
