How to be a good French tutor?

I recently began tutoring French. I love it! However, I started with a lot of ideas of things I wanted to do, as a student of many languages in a university setting. However, I find that often devolve into simply going through a 20 yr old text book with my students. The problem I am having is that I am meeting with students only 1-3 hrs per week, and they are not interested in doing homework I give them (like online activities) . I want to have a structured course like a university level syllabus, so I guess I want to know, what's the difference between a private French tutor and a French instructor at a university? Should they be the same or not? Should I lay down the law with my students, or let them waste their time by only working on French for the hour per week they meet with me? Let me know what you guys think!
