Elderly grandparent - in - law?

My husbands grandmother is about 83, she lives with her son (hubby's dad) who goes to work all day til about 5pm. Grandmother was a very active and switched on person but since she lost her husband, she's gone downhill. She wets herself and has had a fall twice this week, both times has been home alone and has had to lie in own urine until someone visited in the afternoon. Hubby and Father in law think we are hard to suggest she goes in a home, I feel she is unsafe left on her own but her son said he cant make a decision like that yet but he's just putting it off I think. No one wants to have to put their parents in a home but if she's not getting the care in her own home then surely something should be done.

Is it possible to hire a nurse, a palliative care professional or just a maid to look after her at home?
