Is it legal for a doctor to withhold your medical records from?

your new doctor..who needs them..(surgery report)
if you still have a balance on your account with them??

It shouldn't be legal, unless when you signed the paperwork there was something in there that specifically gave your old doctor the right to do that if you had a balance.
You need to ask them for a copy of your contract, or whatever they had you sign in the first place...or just send someone in there and have them take the clipboard(if worse comes to worse).
