Is there any way i could write a law to benfit the people of this country?

If there is a way for a middle class man to write a law and if i could get the majority of people to stand behind me is there any way we could leagaly force congress to pass that law? Please serious answers only. Here would be law #1 as of the year 2020 cars that run on gasoline will no longer be sold in the u.s. nor can shipped in from outdside the u.s.!A car company named TESLA has made an all electric car that can reach the speed of 130mph and accellarates faster than a ferari for $100,000! Whithin 12 years there is absouletly no reason for the car cps to not be able to take this technology and make practicale and inexspensive cars for the mass public! The only reason they wouldn't is money and putting money before the best intrests of the people of america to me is treason!!! I belive we as a people need law #2 which we hold corps guilty of treason for putting profit before people! I am not saying run em all out of business but force them put the peoples best intrests first!
