is there a law that docs/hosp. have to accept any payments for med bills

you can afford? I have many outstanding med. bills, all but 1 doctor has accepted whatever payment arrangements I could afford. This doc. actually sent back my check and my signed letter stating I would pay every month. Is this legal? my understanding is docs have to accept any payments and/or payment arrangements within reason.
