Can a cop breathalyze the passenger of the car if the driver blew over the legal...

...limit.? It was the next morning and my friend got pulled over for speeding. The cop was suspecious and breathalyzed my friend who was driving. It was the next morning so we didnt smell like alcohol he was just suspecious because it was the morning after a holiday. Can he just breathalyze him like that? And he did blow right on the legal limit but he was underage so he was screwed. He arrested my friend and then breathalyzed me. Can he do that. I didnt do anything wrong i was just the passenger. Than he made me blow and I dont think i blew anything but he said i was resisting the breath test and then he arrested me.
