How can different countries say sharing Copywrighted stuff is legal or illegal????

How can different countries say sharing Copywrighted stuff is legal or illegal????

I know it is definitly illegal in USA (i live there... i don't share files...)

But i am confused how different countries can have different takes on it? How can some country say its okay? That's unfair for USA companies who make software........ doesn't something like that have to be universal? Shouldn't America/USA companies/the government be unhappy with this? It just doesn't seem like you could have a law like this be different around the world.............
