In this case why can't a legal resident get his license?

My brother had some sort of permission to work in the us but not leave the country, then they sealed his mexican passport and he could leave the country, he went to renew his license and they told him he needed the actual greencard, he had gotten his license before with just the work permit but i think this new law came in.
So then his greencard arrived so he went to renew his license and they told him he still couldn't get it, even with the green card in his hand. Why is this? and what can he do about it?
Please help!!!
