Handgun laws in Washington?

I am 18 years old and my brother(who is 21) gave me a ruger black hawk for hunting. From what i have read federal law stipulates that someone over the age of 18 can be in possesion of a handgun as long as they don't own it. I live in washington state and i havn't been able to find any state laws about it i even asked my local sheriff and he didn't know. So is it legal for a 18 year old to be in possesion of a handgun in washington state? If so what are the details?

It pisses me off that we are expected not to break the law and they make it so difficult to even know the laws
