I work at a public library and work less than minimum wage, is that legal?

I get paid less than both Mass State and Federal minimum wage. Every time I ask my higher ups they say there's some law that says they don't have to; I can never find this law. If you could cite the law, give me the name, or where I would find it that would be much appreciated. But if you know it's against the law... could you please tell me who I could write to and complain?
