If not sarcastic then an arrangement where citizens either own everything together or the food stores could be a possibility. The idea of ownership of the world by citizens from everywhere might even go further. There could be ownership of Solar Power by all citizens together.

There could by a Set Of Rights to protect people and The Environment from harm it would be right to have an Environment without damage.
