Aren't God's laws abitrary?

The religious people say that without God morality is relative - but I'm not really here to dispute that.

Here is my question. If nothing existed before God, then God could not have based morality/laws on anything because can cannot reference anything since he existed before it.

So since God cannot say "stealing is wrong because..." since that would mean he is referencing something that existed along side him or even before him, than does that not mean that even God's laws were a purely random and arbitrary decison?
