They weren't a direct threat to the U.S. military until we invaded Afghanistan to depose their illegitimate regime; they were an indirect threat to all Americans around the world in that they harbored and supported Al Qaeda, AND refused to surrender Bin Laden and other AQ leadership despite being given ample opportunity to do so.

Currently, they pose a threat by being one of the primary insurgent groups in Afghanistan, in much the same way insurgent groups pose a threat to our military in Iraq. Their particular goal is to oust the foreign presence in Afghanistan (we're not the only country whose military is present there), overthrow the legitimate Afghan government, and regain power. It's not going to happen, of course, but it's hard to apply logic to fanatics, much less reason with them.

The Taliban was formed in Afghanistan by foreign mujahadin fighters at the end of the conflict with the USSR. The same mujahadin that make up a majority Al-Qaeda (and most muslim extremist groups). And as was demonstrated on 9/11, the USS Cole, the American embassy bombings in Kenya and Tanzania - people that attack American civilians and interests.

The Taliban were singled out however for offering support, haven and security to Bin Ladin and Al-Qaeda in the wake of 9/11. Indirectly the Taliban posed a risk by allowing Al-Qaeda to train, organize and conduct attacks from the relative safety of a nation-state.

Well, they exhibit the typical guerilla tactics seen in Iraq, especially roadside bombs and hit and run attacks. But they also tend to launch more conventional attacks to capture towns and territory, especially areas with a weak or non-existent allied military presence. They usually try to pull out when the military sends in forces to recapture the area, thus avoiding casualties. Most of them are smart and battle-hardened fighters.
