In general they are given the option. Certain situations - such as ceremonies where the command wants everyone to look the same - they will dictate which one everybody is to wear.

depends on what the uniform of the Day is listed as. in some cases, they will be required to wear the skirt.

Unless directed too for the occasion, women are also allowed to wear slacks. To check out what is authorized and how to wear it, check out AFI 36-2903. Just type it into google.

They can choose, the only time they may be required to wear a skirt is at a social function, but those functions are optional anyway.

I believe that it is your call. You may either wear the skirt or the slacks (but not both, that would look weird)
