Is the Recon group of The U.S. Marines considered part of the Special Ops Forces?

I used to think Marines were the "elite" and were trained for Special Ops by default. Then I read that Marines only pushed for their Recon Units to be considered part of America's Special Forces in name only. In other words, Recon Units are Marines who receive "risk pay." Is this true?
SOCOM is part of the Navy Seals.
I used the term risk pay too lightly; I meant no disrespect.
So, Recon Force is NOT considered a part of U.S. Special Ops, but a gateway to becoming a part of the Navy Seals? That's something I've never learned about. I did not intended this to be a trick question.
SOCOM is the command for all Special Operations in the US Military, my bad. Does that also include internal Armed Forces such as the U.S. Marshals? Just want to learn.
