stock market question ??? Thanks for your answers.?

I want to buy 5000 dollars worth of stock of Charter communications, inc.
The stock price has been $5 in 2004, declined to around
$ 1.5 in 2005 and 2006, raised to $ 3-4 in 2007, and again declined dramatically to $ 0.82, which is its current price in 2008.
Do you think the stock value will go up after the ellections? Please tell me your opinion if you think I'm doing something wrong here.
