When the bible said to save yourself until marriage, what does it actually mean?

My friend and I was talking about this rumor that "Silver Ring Thing" may be coming to our school. My friend, Kirstian, said that she gave herself up for marriage. Then I said,"You are only 14! How could you be married at that age?" Then she said God doesn't mean a man made marriage. If you two love each other, then you are married in God's eyes. I just shook my head and said that it is better if you get married and have a ACTUALLY wedding license. Then she said that was a man made marriage, not what God really intended.

Is she actually correct?
