Divorce settlement awarding of vehicle?

I have an issue with my car.. I am not sure if my ex husband is pulling my leg or not on this one. A car was awarded to me in our divorce.. for 2 years I have made the payments.. it is going to be paid off this year. His name is on the title and loan.. he is stating that he can't change the title and put me on it.. but I have a lawyer who said they have to change the title because it is in a court order of a divorce settlement. Is it true that the title can't be changed? That doesn't make sense since the car was awarded to me. Thanks.
