Illegal immigration marriage in the US?

So my friend Jeff tells me about 1 week ago that he has been living illegally in the US for about 20 years now and he is about to get married, this is a huge shock for me, because I have know him for about 9 years. He is 25 and the girl he is marrying is 19, can he get citizenship by marrying her though the I-130 form? anyone have any experience on this, or any help ... it will be much appreciated..
