Legal marriage in Cairo, Egypt?

Me and my German Fiancee (I'm Finnish), are trying to find a way to complete the official marriage documents in Egypt. Both our Embassies do not do Civil Marriages, where do I have to go for a civil marriage? Someone told me I need to contact the local court...HOW? Do I need a lawyer? Thanx!
