what REALLY makes a marriage legit??? mature answers please?

to our culture, you have to have a ceremony and do sign legal paperwork but at the end of the day, do you think God sees these rituals as what whats a marraige legit? can two people be married because they came together and made the decision to be together forever and made a covenant with eachother and God without the consent and validation of a person?
