Would both parties have to be notified if you were divorced?

I told her unless she had been notified then she probably wasn't divorced,. she thinks maybe her husband did it.
But if he did wouldn't she have to be notified?
What if they couldn't find her? Would he still be given the divorce?

Not only would she have to sign, but then she would have been sent an Order of Divorce. Sometimes people don't have to sign, though, if they were an abuser.

When I got my divorce...I couldn't find him.. so it ran in the paper for 3 weeks ..then when he didn't reply.. they granted me a divorce. Found out years later... he had gotten married again and was still married to me ...so he never was notified
