Divorce in CA - When Lawyer not responding to the CASE?

The wife was the one who served the divorce paper in 2001.
Both agreed on a financial settlement agreement and signed the papers
and forwarded the document to the court for the judge approval.
While still awaiting for the judge approval, the husband who thought that
he was already divorced (because both of them signed the agreement) gave to the wife
half of his retirement money, and 100K, and wife’s monetary demand. However, when he checked
recently with the court (a friend advised him to verify his status) , he found out that the judge
denied the final agreement – it was return to the wife’s lawyer for some corrections. The judge still waiting forteh correction.
The husband was trying to contact the wife ( who took all his from the final agreement ) and the wife’s lawyer
but they are not cooperating and his wife lawyer is not responding as to why they have not returned the
document to the court. So it’s been 2 yrs now, the husband is still not divorces and the wife too
