How does one go about getting a divorce when the other person can't be found?

How does one go about getting a divorce when the other person can't be found?

My fiancee was married many many years ago and they split up but never officially divorced and he is unable to locate his ex. How can he go about finalizing this divorce? is there some option where he does not need hersigniture or anything???
