That's the Anthropic Principle.The laws are inherent to the universe. The universe is a self-contained phenomenon. The laws aren't fined-tuned to allow existence as we know it. Existence as we know it is fine-tuned to what the laws simply happen to be. If the laws were different, existence would be different.

The existence of consistent laws in the universe is evidence of design. The presence of design is evidence of a designer. None of it is conclusive in and of itself, but it's part of a larger argument.

The complexity and beauty of the universe, AND its laws can be explained by science without the necessity of any god!!And the mystery of all things when they are finally solved?, will have little if nothing, at all to do with a deity!!
