Math word problem. Finite Mathematics help please?

A political mailing will have several pages on the economy, the military, and environment. The total number of these pages in the booklet should be less then 100. Market research suggests 5 times the number of pages on the economy, 2 times the pages on military, and -4 times the pages on the environment.
The canidate want 5 times as many pages on the environment and economy then military. How many pages should be devoted to the economy, military, and environment.

I have been getting better with word problems but this makes no sense to me what so ever.
