Any way to get good media on a phone without a plan?

Heres the thing, i already have a prepaid phone with good pricing. I just want a phone that i can do really neat stuff with, like watching tv and listening to XM radio and stuff like that. Is there a way to get the phone without any plan but but media services like Alttel's Axcess plans? or somthing.
