There are no medicines that will have any effect. There have been dozens of clinical trials on medicines that claim to increase breast size. None have ever worked. Birth control pills sometimes increase breast size depending on her hormonal cycles and levels. This is not a reason however to take birth control pills. There are other risks involved. It may not work either.

Tell her to learn to just be proud of them and show them off in nice tops that fit her well. Lots of guys will find them and her adorable, i'm sure of it.

There is no medicine. She's 25, so her boobs aren't going to grow any more unless she gets pregnant or fat. She can try birth control, but this doesn't work for everyone. The obvious other answer would be breast augmentation.
