The Amulet of Merlin is said to be able to summon a dragon. It is first held by a dragon, and to get it from the dragon, you must answer a riddle properly. A dragon is extremely intelligent, and loves to puzzle people. If you succeed, the dragon will lend you the amulet. It can summon the dragons at anytime, and manipulate them for a short time. Once your time is up, the dragon will come back for it.
