Folklore story of a human tied down by small people civilization?

I am having trouble remembering the name of the folklore story where a real human being is some how transported (by sea?) to a land where he is tied down by ropes and they shot at him by arrows...they are tiny people...

Night at the Museum starring Ben Stiller and Owen Wilson has a part in it where Ben is tied down over the train tracks and they all believe him to be a threat...

anyone remember this?
