Is there a way to change commands in the navy due to a non sexual hostile

work enviroment? My husband just changed commands in august. A few months ago I had to go back to the hospital. we didnt know anyone here so my DH had to take leave to be with our kids. They were PISSED. They called pass and decal to find out when I got on base, then followed me to the hospital to make sure he wasn't lying. He called his command at 4am to lett them know I was going. but I didnt get there til 6. He was just trying to give them as much notice as possible. when he got back to his command they gave him a report chit saying he could have showed up for mustar (5:30). since then he's been doing everything by the book. But about a week ago he woke up late and missed a meeting and mustar. they wrote him up for being ua twice now he's on restriction for 45 days, 45 extra duty, busted down to an E3. Today he got sent to work at his command and spent the day cleaning toilets and being the brunt of many jokes. he's never had problems at any other command is there any way he could change commands?
