When you join the Navy, do they make you wait 2 weeks before you can write home?

My boyfriend joinned the navy almost 4 weeks ago, I just got a letter in the mail last week. In it, he said that they just let him write. But he also said that he ran out of envelopes by writting to his parents. That means that he's been writting to his parents the whole time and just decided to write to me with his last envelope. I just wrote him a break up/ hate mail letter because, I've been sitting here missing him, and crying for him and he just decides to write me. Should i send it off? He lied and contridicted himself by saying that they just allowed him to write, but then said that he ran out of envelopes by writing to his parents!
