civilian employee on navy base?

when a civilian employee is working on a navy base and they have theyre id card, i was just curious.. well.. what the card was good for. can you go to nex and other places? if not, then what is it used for?? just a random question, curious lol

been retired 11 years now but in my time a civilian employee on a navy base did not have access to px...only military, active, reserve, retired have access...as i remember civilians do have access to some base facilities but not px...could be wrong, as i said that was 11 years ago.
