How do people on submarines get mail?

do they bob to the top and go to a buoy? How do the know if they should go up, and that the mail isn't for another ship or something? Seems interesting...let me know!
I know people on subs DO get mail! I have read that they do, I was just wondering HOW.
The thing I read said it doesn't happen often on a sub but when it does it is a huge moral booster to receive mail form family and friends.
