at what rank can you normally move off the base in the navy?

just curious what rank you can generally get your own place in the navy? i was told by a recruiter within a year or so, i'm goign in as an e3 because of college credits, i thought it was not until e5 or so or people with families?
i would like to ad i'm a single male, i am just curious because i was told there is a high possiblity i'll be in norfolk, the apartmetns are cheap as anythign, liek 300 dollar shares, and i'd rather pay that than live on base. .
