If the paint says "non-toxic" on the can, it would be all right. Rats will definitely gnaw it off whatever you are painting, though, so if the paint is oil-based or has a poison warning on it I would not recommend it. Even though rats rarely consume something they are chewing on if it isn't food, it still wouldn't be a good idea to risk it.
