whats that dot syle of painting called?

like its just a bunch of dots from close up, but as you move farther away a picture forms??? and who is the man ( i kno its a guy) who invented that style???

Maybe you are thinking of Impressionism. Claude Monet was a member of that movement.
There is also pointillism. Not sure who invented this style but should be easy to find now that you know what its called.
