Landlord replaced windows and exposed lead paint in my kids rooms!I?

our house is built 1934. His "maintenence" guy is really sloppy and I want to take car of it myself, what is the best way (it's only testing positive on the layer right over the bare wood, there are 2-3 coats over that that don't test positive) and there are only a few nicks that deep on each window frame. I tried painting over but he sloppily smeared caulk all over the window frame and the paint won't go over it, it looks like "oil and water", what should I do, and how dangerous for my kids is it given it hasn't chipped or created any dust since the day they replaced the windows???
